From: Robbie Robinson ( spokesperson for Brixham Regeneration Focus Group). This Baker report has been kept secret for 4 years by Torbay Council, Torbay.

To: Brixham Residents, Development Agency and Brixham 21. I obtained a copy at the second attempt by use of Freedom Of Information Act. It remains under wraps!

Subject: A very brief summary of the main points in the Baker Associates Report of 2004 on Brixham 21. (The report remains unpublished).

Baker Associates (B.A.) Independent Consultants were asked by Jon Andrews, Brixham 21 Chairman, to write a ‘brief review' of the Consultation Process up to late 2004.

B.A. stated that, as they were not present at public meetings, they could report in detail on the two questionnaires only. B.A. were dependent on Brixham 21 giving them information about the process used. B.A. were particularly critical in their analysis of the second questionnaire of July to September 2004 drawn up by members of Brixham 21. I quote from the B.A. Report (my emphases):-

i). There have been FLAWS in the second stage Consultation Questionnaire.

ii). The questionnaire DID NOT REPRESENT GOOD PRACTICE.

iii). Questions were LOADED towards agreement.

iv). Respondents were asked to consider MORE THAN ONE MATTER IN A SINGLE RESPONSE .

v). There were NO OPPORTUNITY for respondents TO STRONGLY DISAGREE or TO TAKE A NEUTRAL POSITION on any of the questions.

vi). Questions DID NOT ALLOW respondents to make RESPONSES ON several KEY ISSUES :

a). Whether housing development on Oxen Cove and/or Freshwater Quarry was a good idea.

b). Whether a new Marina should be built.

vii). In total, 859 completed questionnaires representing 6% of Brixham's adult population were passed to the consultants.

viii). The 101 extra written comments WERE NOT MADE AVAILABLE to the CONSULANTS IN TIME for them TO BE INCLUDED IN THE REPORT.

ix). There was COVERAGE of the project ON LOCAL RADIO including one item on Radio Devon 2nd of August ‘04 and in the local paper.

MY COMMENTS

1. Most of the points made by B.A. were included in my own written comments added to my questionnaire which was just one of the 101 not reported on by B.A.

2. The second consultation questionnaire originally planned for 3 weeks was so poorly taken up that the period was twice extended by two weeks to a total of seven weeks (late July to early September). B.A. were then given very little time to complete their report.

3. I listened to RADIO DEVON on the 2 nd August ‘04 and heard the Brixham 21 Director of Communications state that the questionnaire had been vetted by the appropriate department of Plymouth University. When B4B asked for evidence to support this claim, none was available.

*Latest News: At Brixham 21 on 15 th April Chairman Jon Andrews refused to discuss, apologise for hiding and publish this important and expensive report.

Information: A copy of this document was given by me to each one of our 12 Town Councillors early in January.

4. B.A. made no mention in their report that:-

a). The questionnaire had been vetted by Plymouth University. WHY NOT?

b). Brixham 21 had, at the public meeting held at the Community College on the 23 rd of September ‘04, received a copy of B4B's 3567 signature petition i.e. 26% of Brixham's adult population. Signatures of support were collected within 6 days during the same period as Brixham 21's questionnaire. WHY WERE THESE FACTS NOT PRESENTED TO B.A. FOR INCLUSION IN THEIR REPORT?

c). Between July - November ‘03 in the Brixham 21 Office, residents were invited to add ‘comment slips'

5. The B.A. report for Brixham 21 was not made public through the usual channels of Newsletter, Newspaper Reporting, Local Noticeboards etc. WHY NOT?

6. The July - September Consultation Questionnaire result should have been declared null and void by Brixham 21, and withdrawn. WHY WAS IT NOT?

7. The deplorable fact is that this highly compromised Consultation result gave Brixham 21, TDA and Torbay Council the very dubious impression that the residents of Brixham supported their plans for regeneration.

8. The evidence is clear; first, Brixham 21 failed to provide B.A. with all the available information about their consultation process. Secondly, Brixham 21 ‘covered up' and withheld the report from Brixham residents.

9.Since TDA and Torbay Council were in possession of B.A.'s report and therefore fully aware of the flawed and biased terms of the questionnaire, WHY WASN'T THE OUTCOME DECLARED NULL AND VOID? (TDA were also in possession of a copy of B4B's 3567 signature petition).

10.It looks very much as if Torbay Council, TDA and Brixham 21 have colluded to push through Regeneration proposals (very similar to Torbay Council's Masterplan of 2000) against the wishes and best interests of Brixham Residents.

P.S. Not only the questionnaire but also Brixham 21 and TDA are not ‘Fit for Purpose'. All three should be cancelled, abolished or otherwise done away with. I call upon all Directors and Paid Officials of both Brixham 21 and TDA RESIGN NOW.

Brixham 21, TDA and Torbay Council are still desperate to hide it because it shows just how poor and dishonest Brixham 21's consultation was with Brixham people. Being a private company we can not sack them but we can divorce them. Lets do it!

Public Meeting: Thursday 15 th May in the Methodist Church hall at 7pm to discuss and consider the whole regeneration plan and the 4 questions on the Parish Poll (Referendum).
